Key Administrative Accomplishments Completed During Tenure as Provost, 1998-2013

  • 25 years experience working with the Kansas Board of Regents as a faculty senate president, executive assistant to the president of FHSU, dean of Arts and Sciences and the last 15 years in the role of provost as a member and chair of the Council of Chief Academic Officers (COCAO) and System Council of Chief Academic Officers (SCOCAO). Served as an effective advocate for FHSU and led the development and implementation of several Regents’ initiatives including concurrent enrollment and the system’s performance agreement arrangements
  • Facilitated the development and creation of the university’s Center for Civic Leadership/director reports to Office of the Provost
  • Initiated new Provost’s Service-Learning Fellows Program
  • Initiated and coordinated institution’s successful acquisition of Carnegie Classification for Community Engagement
  • The Office of the Provost and AASCU Senior Leadership partnered in a new Global Challenges course at the national level coordinated through FHSU. This “disruptive innovation” holds the potential to become the counter-MOOC in terms of being a national blended course with high faculty collaboration, reduced cost and successful learning outcomes achieved by more students than in a MOOC (contact George Mehaffy at AASCU for additional information)
  • Enhanced the Division of Academic Affairs’ role as a “steward of place” by extending community and business/industry outreach efforts through the support of various community forums, collaborative student leadership projects and participation in local and regional government and business initiatives
  • Expanded the institution’s public affairs role in the American Democracy Project and other nationwide civic engagement initiatives
  • Created an International Education Programming Team in 2003 to develop a strategic plan for the university. The Internationalization Team was established as a campus standing committee in 2007
  • Created an International Education Management Group (IEMG) in 2007 to coordinate, manage and assure quality in all FHSU global strategic partnerships (FHSU has several partnerships enrolling 3,500 cross-border students in China)

  • Facilitated new academic proposals for an Associate of General Studies (for undecided students), a Bachelor of Athletic Training and initiated new Bachelor of Technology Leadership for students with associate of applied science degrees
  • Led the university initiative in 2003 to become a member of North Central Association’s new alternative accreditation track known as the Academic Quality Improvement Program (AQIP)
  • Authored the university’s policy guidelines for endowed faculty positions
  • Developed and facilitated a chair appointment policy entitled First Principles for Chair Appointments at FHSU
  • Established new policies with the FHSU Faculty Research Association and Research Environment Committee to include the sharing of indirect monies and creation of an Undergraduate Research fund of $60,000
  • Developed, wrote and acquired approval of a proposal to adjust adjunct instructor salaries to support the Provost’s Council “One Faculty Equity Model” (April, 2006)
  • Facilitated and approved the establishment of a set of semester and annual “Faculty Awards in Teaching, Research, Service and Advising” supported by local banks and administered by the Provost’s Council in partnership with the Faculty Senate
  • Led the initiation of the College of Business and Leadership’s (now College of Business and Entrepreneurship) new strategic planning process in 2003 and on-line Master of Business Administration
  • Developed and maintained active relationships with community and technical colleges in Kansas, Colorado, Nebraska and various other states across the country through memoranda of understanding and transfer/articulation agreements (many are associated with the university’s military partnership initiative)
  • Conceived and funded the establishment of a new Minority Scholars Program to enhance diversity and the recruitment of ABD faculty for teaching during the FHSU summer session
  • Facilitated the national visibility and profile of the university by initiating various marketing and publicity efforts through the Office of the Academic Affairs Marketing Specialist
  • Approved the establishment of a “gainsharing” incentive program with departments generating student credit hours and tuition revenues through the university’s Virtual College. Departments earn revenue proportionate to generated SCH
  • Worked with the Faculty Senate on action plans to increase the university’s Faculty Development Fund to $100,000
  • Wrote the university’s mobile learning charter and scope statement entitled, “Learning Anywhere, Anytime: The Wireless First, Faculty First, Student Choice Two-Year Mobile Computing Initiative at Fort Hays State University”
  • Created new institutional multi-year distance education strategic plan entitled “Taking Charge of Change: Using Distance Education as an Institutional Strategic Asset” in response to Regents systemwide request
  • Initiated institutional adoption of AASCU’s “Red Balloon Project”
  • intended to re-imagine undergraduate education and take advantage of the current “evolution of learning” with technology, open educational resources and collaborative knowledge creation
  • Promoted/hired nine new women chairs as part of value added leadership initiative
  • Established two BGS Academic Advising Coordinator positions to facilitate advising for domestic Virtual College majors

  • Led development and completed written proposals for approved new academic programs in    Leadership Studies, Ethnic Studies, Social Work, Justice Studies, Information Networking and Telecommunications, Geographic Information Studies and a Masters of Liberal Studies (all within the College of Arts and Sciences)
  • Established a steering committee in 1993 to develop an implementation plan for the College of Arts and Sciences electronic off-campus Bachelor of General Studies (BGS) Program (now enrolls over 1,200 students)
  • Developed the university’s new off-campus pre-transfer advising agreement for community colleges and BGS students (Fast Track Program)
  • Established and chaired committee responsible for development of new Honor’s Program proposal
  • Developed, wrote and secured $25,000 grant from the Association of American Colleges and Universities (AAC&U) to enhance campus cultural diversity initiatives and establish a new general education course entitled: “Diversity in the U.S.: Moral and Civic Competencies for 21st Century Democracy”
  • Established a new university Cultural Diversity Curriculum and Grant Steering Committee to coordinate FHSU diversity grant development activities and initiatives
  • Established a new Department of Information Networking and Telecommunications within the College of Arts and Sciences
  • Developed and administered university’s Telepower Conference (applications of telecommunications to education and the workplace) in 1992 with corporate and state support
  • Developed format and facilitated use of College of Arts and Sciences Comprehensive Faculty Evaluation and Development Handbook for each department and faculty member
  • Developed and wrote FHSU’s original Academic Advising Plan (1993)/led the effort to establish a university Director of Academic Advising

A six-week study of the UN system and its role in world politics. The seminar involved 20-25 outstanding students selected each year from the University of Wisconsin system and Fort Hays State University and included four weeks of briefings by country missions and UN agencies in New York City.
